Where Garrity stands

Education and school choice
Says the state should not 'keep throwing more money' at education and should focus on results. Suggests holding back more students who do not read at grade level. Would enroll Pennsylvania in the federal scholarship tax-credit program on 'day one.'
State budget and spending
Criticizes the incumbent for using surplus funds to close budget gaps. Says savings could come from rooting out home health care fraud and from audits, but has not named specific cuts or new revenue.
Gas prices and taxes
Proposes a $750 summer rebate for Pennsylvania drivers. Would use the rainy day fund to pause state gas and diesel taxes for two to three months.
Skill games
Supports legalizing skill game machines and charging a flat fee of $500 per machine per month, rather than taxing them at the casino slot-machine rate.
Medicaid and health care
Supports the federal law that changed Medicaid, including work requirements. Says healthy adults without small children should work, train or volunteer 20 hours a week to keep Medicaid for those who need it most.
Data centers
Her plan calls for pausing new data center development, requiring data centers to bring their own energy and water, building them on brownfield sites, and banning construction on farmland.
Energy
Proposes fast-tracking permits for natural gas production, pipelines and power plants and cutting regulations. Supports letting natural gas producers drill on public lands.
Abortion
Describes herself as anti-abortion with exceptions for rape, incest and the life of the mother. Says Pennsylvania's current law allowing abortion up to 24 weeks is up to the legislature and that she would not act on her personal view as governor.
Elections and voter ID
Supports requiring voter ID for all voters. Pennsylvania currently requires ID only from voters at their first visit to a polling place.
Tariffs
Says she would have taken 'a more targeted approach' to tariffs than President Trump.
