Greggory D. Hull

Republican candidate for Governor and Lieutenant Governor, New Mexico · Open seat

Former mayor of Rio Rancho, New Mexico; businessman

Gregg Hull (legal name Greggory D. Hull) is a Republican. He was mayor of Rio Rancho from 2014 to April 2026 and owned a small business in the city before that. He won the Republican primary for governor on June 2, 2026, and faces Democrat Deb Haaland in the November 3 general election, with David Gallegos as his running mate.

Where Hull stands

Taxes / income tax
Proposes phasing out New Mexico's personal income tax in four steps. Each step would need legislative approval and would have to meet revenue benchmarks first. He says he would not cut social services such as SNAP or Medicaid to make up for the lost revenue.
Affordability
Points to his income tax phase-out as his main affordability measure. He says the state can't control prices but should try to put as much money back in residents' pockets as possible.
Child welfare (CYFD)
Says he would revamp the state Children's Cabinet as soon as he takes office and have an independent commission choose CYFD's top leaders. He defines success as no more children dying in CYFD custody.
Public safety / pretrial detention
Says New Mexico has a 'revolving door' for arrested suspects. Proposes working with the Legislature to put a constitutional amendment on the ballot so violent suspects can be held in jail before trial.
Data centers
Opposes a moratorium on data centers and would judge each deal on its merits while keeping the right to say no. Says he would not support a data center that raises power bills or misuses water.
State priorities
Names education, public safety, health care, infrastructure and energy as the state's five biggest issues. Says progress on them is needed to attract employers.
