Indiana Treasurer of State (incumbent); former software developer/business owner

Where Elliott stands

State investment strategy
Says public money should be invested for financial return, "nothing less, nothing more." Argues that earning more on state funds reduces pressure to raise taxes, and wants to continue his current investment strategy.
ESG investing
Opposes environmental, social and governance (ESG) investing for public funds. Placed BlackRock on the state's ESG watchlist in June 2024; the pension board later voted to replace the firm on one portfolio.
Transparency in investment decisions
Says investment choices should be driven by financial returns and are adjusted daily according to market conditions.
911 system and cybersecurity
Says protecting local 911 systems from cyberattacks would be a top priority in a second term, with state support for smaller and rural communities. Says he has raised the issue with lawmakers ahead of the 2027 budget.
Local government finance and infrastructure
Highlights the Bond Bank's RAPID program, which offers 2% loans to communities for disaster recovery. Proposes helping local governments earn more through the TrustINdiana investment pool and with state help on cybersecurity costs.
Investments in Israel
The treasurer's office invested $120 million in Israeli state bonds, and in April 2026 Elliott welcomed Israel's consul general to the Indiana Statehouse.
